Bio

Dr. Bishu’s research and teaching focus on public service leadership and ethics, organizational behavior and human resource management in public organizations. She is particularly interested in exploring the link between organizational culture and organizational performance outcomes that shape unequal access to opportunities for women and minorities. She also conducts research on social justice and equity issues in urban governance. Dr. Bishu’s most recent work examines gendered organizational processes that yield unequal access to career opportunities for women in the public sector workforce. She is currently a board member of the Public Administration Theory Network (PATNet) and an editorial board member of the Review of Public Personnel Administration (ROPPA) journal. Dr. Bishu has published in peer-reviewed journals such as The American Review of Public Administration, Review of Public Personnel Administration, Administration and Society, and Journal of Public Affairs Education. Dr. Bishu is originally from Ethiopia. She received her BSc in Architecture and Urban Planning and MSc in Urban Planning and Design from Addis Ababa University in Ethiopia. Since moving to the United States in 2008, she received her MPA from Old Dominion University in Norfolk, Virginia and her PhD in Public Affairs from Florida International University in Miami.
