Dr. Propheter’s research touches on three areas of state and local government affairs: property tax policy and administration, land and economic development, and sports and urban affairs. His research has appeared in public policy, public administration, and economic journals including Public Administration Review, International Journal of Public Sector Management, Public Finance & Budgeting, Economic Development Quarterly, Journal of Urban Affairs and Journal of Sports Economics. Dr. Propheter teaches courses in economics, public finance and quantitative methods. Prior to joining the faculty at the School of Public Affairs, he was the property tax analyst at the New York City Independent Budget Office. He received a BA in philosophy from Sacramento State University, an MA in philosophy from San Jose State University, an MPPA from Sacramento State University and a PhD in public policy and administration from The George Washington University in Washington, DC.
