Walter "Lewis" Koski is an executive leader, educator, and public-policy strategist with more than two decades of experience at the intersection of government, emerging technology, public trust, and organizational leadership. His career has focused on leading complex public-sector and technology-enabled organizations through periods of rapid policy, regulatory, and technological change.

He previously served in executive leadership roles supporting government-administered compliance and regulatory technology systems operating across the United States and internationally. Earlier in his career, he held multiple executive and sworn law-enforcement leadership positions within the Colorado Department of Revenue, including Director of the Marijuana Enforcement Division and Deputy Senior Director of Enforcement, where he led statewide organizations responsible for enforcement operations, licensing, rulemaking, legislative implementation, and interagency coordination during one of the most significant public-policy transitions in Colorado government.

Lewis also serves as a Lecturer in the University of Colorado Denver School of Public Affairs, where he teaches graduate-level courses focused on public policy, governance, regulatory systems, artificial intelligence, and emerging technologies. His professional interests include AI governance, institutional adaptation, ethical leadership, and the responsible use of technology to strengthen democratic institutions and improve public-sector outcomes.

He holds a PhD in Public Policy from Walden University, an MBA in International Business from Regis University, and a BS from Colorado State University.
