Kathleen Bailey

Kathleen S. Bailey is a PhD Candidate and Research Assistant in the School of Public Affairs at the University of Colorado Denver. She holds a BA from Alfred University in English and Environmental Studies, an MA in International Environmental Policy from the Monterey Institute of International Studies (now the Middlebury Institute of International Studies at Monterey), and an MA in Security Studies-Western Hemisphere from the Naval Postgraduate School (NPS). Elected in November 2017, she is currently serving a four-year term as a Councilwoman for the Town of Mountain View, Colorado. As part of her Council duties, she serves on three committees: community development and outreach, public safety, and sustainability. Kathleen also works part-time as a Faculty Associate-Research for the Defense Resources Management Institute at NPS in Monterey, CA; she recently completed 16 years of federal service. While at CU Denver Kathleen served as a Research Assistant for two years in the Workshop on Policy Process Research (WOPPR), co-directed by Drs. Tanya Heikkila and Chris Weible. As a WOPPR researcher, she first became fascinated by Colorado’s hydraulic fracturing politics. Early in 2018, Kathleen transitioned from the WOPPR lab to conduct research and provide support for the MPA Program Director. Kathleen’s dissertation explores how Memorandums of Understanding signed between local governments and industry operators impact the governance of hydraulic fracturing in Colorado.
