Julia Cummings, PhD, is a scholar‑practitioner and lecturer in the University of Colorado Denver’s School of Public Affairs, as well as an affiliate faculty member with the Center for Community Safety and Resilience. Her work examines how policy narratives and visual imagery influence public opinion and civic engagement.
Cummings’ research has contributed to the study of inclusive political communication, public interest communications, and voting deserts, a term introduced in her published work examining how anemic outreach contributes to age and race gaps in election participation. Her grant‑funded experimental research demonstrates that inclusive and contextual imagery increases voting intention among young Asian, Black, Latiné, multiracial individuals, and women, offering evidence-based guidance for improving civic engagement strategies.
She teaches PUAD 4003: Strategic Communications for Public Engagement and is committed to developing inclusive, empirically grounded approaches to public communication that strengthen democratic participation.
