Julia Cummings: A Leader in Strategic Communication and Public Engagement

In December, the School of Public Affairs proudly celebrated the graduation of Julia Cummings, a PhD candidate and lecturer whose work bridges public policy, strategic communication, and civic engagement. Julia successfully defended her dissertation earlier this fall, marking the culmination of years of research and dedication.
Her dissertation examines how policy narratives and imagery shape public opinion and influence civic participation, reflecting her deep commitment to inclusive and authentic engagement. Julia’s collaborative approach to leading complex marketing and communications initiatives has earned her recognition as a trusted leader who values diverse stakeholder input.
“I’ve always been fascinated by the power of inclusive storytelling in politics,” said Julia. “Policy narratives shape how people see themselves and their communities and can be framed to shape democratic values. My research looks at how imagery and language influence civic engagement, and I hope it helps leaders communicate in ways that build trust and inspire participation.”
In addition to her doctoral studies, Julia serves as an affiliate faculty member for SPA’s Center for Community Safety and Resilience and teaches PUAD 4003: Strategic Communications for Public Engagement, a course designed to equip future public leaders with tools for effective communication.
“It has been such a pleasure working with Julia over the past five years! Her research added valuable contributions to our understanding of narratives in elections,” said Deserai Anderson, PhD, SPA professor, program director for the Doctor of Philosophy in Public Affairs, and co-director of the Center for Community Safety and Resilience. “Her passion for combining communications and public affairs was such fun to watch develop during her time as a student. I can't wait to see what she accomplishes next."
A self-described lifelong learner, Julia’s academic journey includes an MBA with a marketing emphasis from CU Denver and a BA in Humanities, magna cum laude, from CU Boulder. Since 2007, she has shaped the brand and voice of CU Denver’s School of Education & Human Development as marketing and communications director, leading strategic content development, creative strategy, and integrated campaigns aligned with the university’s goals to enhance reputation, advance its mission, and drive enrollment. Before joining CU Denver, Julia contributed her talents to prestigious organizations such as the Smithsonian Institution, National Audubon Society, and the Denver Museum of Nature & Science.
Beyond her professional and academic achievements, Julia is a creative spirit who enjoys gardening, cooking, hiking, and spending time with her family—including her husband Steve, a licensed commercial architect, and three sons.
Julia’s work continues to light the way—helping future public leaders find their voice and share it with clarity, inclusivity, and purpose.
