Legal culture encompasses norms among attorneys, judges and other court personnel that govern how cases are handled and how participants behave in courtroom proceedings. Court culture pervades all aspects of criminal (and civil) court operations and impacts processes and priorities, including judicial independence and effective advocacy, as well as outcomes in case processing time, plea bargaining and charging decisions, and constitutional interpretations of the law.
