William L. Swann is an assistant professor at the University of Colorado Denver School of Public Affairs where he teaches research methods, applied statistics, and intergovernmental management. He is broadly interested in collaborative governance and local government. His research at the intersection of public administration and public health aims to inform how local communities and their stakeholders can more comprehensively and equitably address the opioid and substance use epidemic through policy implementation, collaborative partnerships and evidence-based practices. This work has appeared in The Journal of Rural Health, Journal of Public Health Management and Practice, Substance Abuse, and Substance Abuse: Research and Treatment. Partnered with The Schreiber Research Group and the Otero County Health Department in Colorado, he is involved in a three-year, $1 million project funded by the Health Resources and Services Administration’s Rural Communities Opioid Response Program-Implementation to improve community capacity for rural opioid response and implement a longitudinal case study and social network analysis of opioid service and treatment providers who collaborate to assist people with opioid use disorder in Otero County and neighboring rural Colorado communities. He has also published journal articles, book chapters and reports on collaborative governance, performance management and urban affairs, planning and policy. He is a faculty affiliate in the CU Denver Business School’s Health Administration Research Consortium and is the faculty advisor to the CU Denver International City/County Management Association Student Chapter. He earned a BSBA in finance from Bryant University, an MPA from the University of Rhode Island, and a PhD in public administration from Florida State University.
